In order to ensure that donated money reaches the beneficiaries, we have chosen to do a pilot program in Phillippeau (a slum area) where waste management is a critical problem.  Trash is burnt in the open close to public facilities creating a public health hazard.  Out of the 21 localities in Petion-Ville, Phillippeau already has a committee with most of the characteristics that we mentioned below.  They have been very efficient at organizing and managing their neighborhoods for more than 10 years.  We are working with them to strengthen their capacity and use them as an example to be duplicated in the other Petion-Ville localities.   Their trash management program includes community sensitization, recycling and composting.

Responsibilities of the committees: 
  1. Identify problems/needs of the community and set priorities;
  2. Translate priorities into projects and assist the community in preparing its development plan (in collaboration with the Mayor’s office and SMCRS) to be used by anyone or organization wanting to help the community;
  3. Create awareness and build capacity in the community on waste management;
  4. Monitor project implementation and make recommendations;
  5. Promote the vision of CEN to grassroots organizations and the target population;
  6. Inform grassroots organizations of CEN activities;
  7. Inform CEN on local projects status;
  8. Be the liaison between CEN and grassroots organizations; and
  9. Prepare periodic project reports and share with the Community in an open forum.

Criteria for the formation of committees:
  1. Geographical boundaries (committees are formed by block or communal section)
  2. Representativeness (all layers or sectors are represented)
  3. Gender Balance (women should make up at least 30%)
  4. Legal (members must have a mandate from the committee)
  5. Apolitical (the committees are not political or ideological organizations)
  6. Nondenominational (the committees have no religious preference)
  7. Nonprofit (members are not paid and cannot implement income-generating activities with donated money)
  8. Experience (members must be affiliated with organizations that have already made a difference in the community)
  9. Capacity to communicate (the committees must be able to communicate technical ideas and organize training for the community)
  10. Leadership skills.

Responsibilities of CEN vis-a-vis the committees:
  1. Schedule periodic meetings with the committees;
  2. Conduct training sessions based on the location of the committee;
  3. Create a web-based system to promote local projects;
  4. Support the committees in their functions; and
  5. Provide tools to the committee to help promote the vision of CEN (fliers, posters; shirts , etc.) and training sessions tailored to the needs of specific communities.

Creation of Committees in Each Localities
Workshop - September 27, 2014 - CEN Strategic Team in Haiti

The purpose of the workshop was to finalize the guidelines for the localities on how to create their committees and how CEN is going to assist them throughout the process.  Out of the 21 localities in Petion-Ville, Phillippeau (a slum area) already has a committee with most of the characteristics that we mentioned below.  They have been very efficient at organizing and pacifying the neighborhoods.  We are working with them to strengthen their capacity and use them as a example to be duplicated by the other localities in Petion-Ville.  Click to Donate to strenghen Philippeau's Committee and finance their Trash Management Program.
